Project Description:

Lynn Drobbin & Associates performed the historic resource analysis for the Newark-Elizabeth Rail Link (NERL) DEIS.and the Newark City Subway (NCS) Extension/Vehicle Base Facility Environmental Assessment.

The project included the analysis of a light rail extension to the Newark City Subway, construction of a new maintenance facility in Belleville, and an environmental impact statement for a light rail line from Newark Broad Street Station to Newark Penn Station, Newark Airport, and downtown Elizabeth.  Both the NCS Extension and the NERL DEIS included the preparation of Historic Architectural Resource Background Studies and Determinations of Effects in compliance with Section 106 of the National Historic Preservation Act.  The NERL project also required Section 4(f) due to impacts on an historic church.  A Memorandum of Agreement was prepared to stipulate design considerations for historic resources.
